Across the river from Sun City
Sun City West sits on the west side of the Agua Fria, across from Sun City, and Surprise borders it on the south, west, and north. The Bell Road bridge is the link over the river, and in February 1980 the community "found out what it means to be isolated" when floodwater broke it.
Streets, fairways, and uneven rain
Storms here are local. On August 2, 2018, the weather service reported street flooding near Sun City West, especially along Bell Road, where 2.05 inches fell just east of Loop 303. The county's Sun City West rain gauge recorded 0.31 inch that day. Rain at your house is a poor guide to the street.
At least one golf course was built to hold runoff. On October 6, 1993, a storm gave a course in the northern expansion area what the local paper called "a drainage test." Afterward, the course "was under 2 to 3 feet of water but undamaged." A spokeswoman for the builder said it was designed "to take all the runoff from the nearby neighborhoods and hold the water up to 36 hours." That was one course and one 1993 design claim, not a county rule.

The channels the county inherited
The builder put in "several drainage and roadway features" and asked the county to take them over. At a 2019 meeting of the county's flood-control advisory board, staff said "some of the channels are really deep and access is very constrained."
Inside the house
Runoff that crossed the ground is handled as Category 3, a more cautious line than the industry standard draws. How did the February 1980 Agua Fria flood cut Sun City West off?
It took out the bridge. On the night of Friday, February 15, 1980, floodwater on the Agua Fria slammed into the Bell Road bridge, and the middle of the span broke and dropped to the riverbed. A detour road was built soon after. A replacement bridge was dedicated in December 1981 to "restore all-weather traffic capability" on a road carrying "more than 12,000 vehicles per day."
What made R H Johnson Boulevard flood curb to curb in March 2020?
Three wet days, then a hard burst. The county's Sun City West gauge took 0.20, 0.83 and 0.79 inch on March 10 through 12, and 0.51 inch on March 13 itself. That day the weather service logged 0.70 inch in ten minutes near Bell Road and R H Johnson Boulevard. By 1 p.m. the boulevard was flooded curb to curb, and a runoff canal ran almost 2 feet deep.
Why did a 1996 windstorm bring a county emergency declaration to Sun City West?
Widespread damage from winds over 100 mph. The August 14, 1996 storm brought heavy rain, local flooding, and winds "in excess of 100 mph," and the county Board of Supervisors declared a state of emergency. Sun City West was one of six communities with the most severe damage. About 279 trees came down on the seven Recreation Centers golf courses, and most homes on one hard-hit street had roof damage. Is Sun City West's channel repair project finished?
Not as of the county's July 2024 update. The Flood Control District's project covers decades-old channels, and a staff study "developed a prioritized list of 16 locations needing major repairs." In March 2022, the project page expected construction to start that May. Its July 5, 2024 update reads, "This project is currently On-hold."
What is the county changing at Sun City West's channel crossings?
Mostly roadside safety. In 2019, the county transportation department had a project here "moving guardrails further from the roadways and extending the culverts." In March 2021, the Flood Control District's board approved an agreement with that department to share the cost, design, construction, and permitting of a channel crossings project. A 2019 county capital review noted that the crossing project's roadway widening and guardrail extensions "do not provide any flood control benefit."
